...when the "lock-bolt" hits the "lock-pin", the forward edge of the "lock-bolt" is cut at an angle, it lifts the "lock-pin" up and over the lip, dropping it into the "lock-slot", anchoring the rudder down. All pieces must move freely, check to see if tension springs have some play, loosen TOP lock-nuts if required, replace lock-nuts if too loose. "Lock-bolt" must hit "lock-pin" at the correct angle, make sure lip of "lock-bolt" is parallel to "lock-pin". Adjust "lock-bolt" IN to tighten "break-away tension of rudders, OUT to loosen. Check that lip of "lock-bolt" is not worn due to mis-alignment, file if worn or replace. HTH - Turbo
