Who to call in emergency?

If I was carrying my cell phone while sailing, and found myself in need of assistance, who would/should I call?

911...they answer it everytime, even if you don't have coverage(no bars). my buddy was fishing 45 miles south of the mouth of the mississippi river when the batts dies...no radio. no bars on phone, he dialed 911 and got operator immediately.
