Those are worthless wheels. They are the earlier ones, where they vulcanized the tire onto the outside of the hubs. Being that they were left outside it is my guess that they won't hold air. Go for the ones that have an external aluminum hub.
I tried everything I could to fix an earlier set that I had, including filling them with foam. Forget it!
