In the Kemah area, Bahama Rigging does a fantastic job on standing rigging. About the same as Murrays, I think (or so), but you have the added benefit of dealing locally and getting good stainless (316).
KO Sailing has some miscellaneous stuff, but not as much into the cats.
Boater's resale shop is the junkyard of sailboat stuff, locally. Be patient, and prepared to search. It's all used stuff and mostly for bigger boats, but there's a lot there you can make work. You probably won't find any rudder parts that'll work. If you can't repair what you've got, you may be in for a swap to a Hobie type system. Dunno.
Texas City Dike Yacht Club - nice guys; they are even patient with the likes of me.
No local shops I know of that do Cat sails as a rule because they're not as competitive. Whirlwind, as stated above is probably the most competitive, etc.
