Is this the steel cable you mention that will be replaced with spectra or similar? A Barber Hauler is a block on your jib sheet between the sail and the jib blocks attached to a line that pulls the jib sheet outboard toward the front of the tramp, usually near the front crossbar. You use this going downwind to open the slot between the main and jib.
