I assume, from looking at the boom, that this requires drilling out the pop rivet that holds in the end cap. After that, is it as easy as it looks? (untie shock cord and line, slide the old one out, put the new one in??)

It's so easy you you can do it on the tramp of your friends Hobie 16 right before a regatta.
Actually I was replacing the outhaul and rotation limiter cleats, but it's the same job.
Yes, you have it, remove the end plug, replace your parts (and shock cord) then re-rivet.
