Check out Hobie Fleet 2. They are not on Lake Tahoe much, but live through-out the foothills and Sacramento. Mostly do 3 day weekend camp/sail events these days I think, but a good group of people to connect with. Most sail Hobie's but not all, lots of H18's.

That site has contact info for them. Looks like they are talking about Union Valley, Tahoe, and Lake Davis in August and September.
