Ok,
found a replacement rudder after my original 1981 broke. the holes were already drilled, so i just popped the old one off and bolted the new one in, with 92 cent/4 pack nylon washers from Lowes. The one I replaced seems to sit a bit higher than the original one but it locks up and down just fine.
any thoughts on adjusting, I don't think I am going to lose any sleep over it and i will keep an eye on the nylon washers................

i know the holes on mine are different, their is a guide online to re drill them if you want me to find it.

Do they lock down at the same angle? I would guess that re-drilling can be problematic because the new and old holes will likely be very close.

the new holes over lap most times, you have to fill the old ones
