looks like an older boat (no hull inspection ports). how solid do you think those "pantoons" really are?

Doesn't matter. It's too easy to fix via injection. The real question is how is tramp ($300) & sails ($350-500 used). A 300# boat like this that is resistant to pitchpole, comes with Harken blocks, a good rudder system, mast reasonable to throw up, & goes 15-18 mph is a steal at $1000-1200. Go try a Lightning, Snipe, Flying Scot, Wayfarer, for comparison in cost and speed. Another advantage of older P-16 is wire luff jib, way easier to put up than the 3 hands necessary for zipper jib.
