do i need to put a layer of fiberglass over the top of the holes or can i just sand it and paint it , not looking for fancy just want to sail .

I've done this repair to a couple H16's including the one I sail a ton. I use slow cure total boat epoxy kit from Jamestown Distributers, once everything is as hard as a rock I level out the drill holes with epoxy putty like marine tex. Sand flush with the deck and you're good to go. Re-gel coat or marine paint to make it look good (optional)

No glass needed on holes. Be sure to use the safety stop on the drill bit as directed, and check often to ensure it hasn't slipped so that you don't drill all the way through the deck. (Don't ask!)
