newcat 15 rudders that will not stay locked in place

Good afternoon, I have recently purchased a newcat 15 that is old but in good condition. Sailing yesterday was fun however the rudders will not stay locked down therefore steering is difficult. I changed the bungy cord but this has not helped, anyone and idea please?
