Welcome to the BeachCats. You will find this a pretty fireproofed site.
There were some other Phoenix owners here a while back. Try a search of the posts.
Build an album to document your project, & add pictures to your post of the damage, then others will be better able to help.
Instructions for albums/photos are in the Site FAQ tab, top right.
I'm not familiar with the Phoenix construction, if it is a foam sandwich build there are tons of posts here about injecting resin into holes drilled through only the first layer. Plenty of Hobie & Prindle salors have done it, look through Tech Help albums.
If it is solid glass, it might be way easier to install a port in the hull to give access, do the repair before installing the port...the hole you cut will be bigger than what the port itself gives you.
The owners manual will say nothing about repairs like this, & a repair manual will be non existent. There are a number of Cat friendly clubs near you. I believe Etobicoke Yacht club has a healthy Cat population.

Welcome Craig!
The Phoenix Cat is pretty rare now, but it wouldn't surprise me if other owners are watching for mentions.
You can do a search for the word Phoenix and get a list of previous times the Phoenix has been discussed.
