Never really noticed this before but my lower gudgeons have a second lower mounting position for some reason. It's an 86 boat that currently has the newer rudder castings.
My only guess would be that maybe if it at some point had the older castings they required different spacing? Just curious, any ideas?

Yes, that looks like your hulls were upgraded from the old to the new style rudder castings.
The rudder system was upgraded for the 1987 model year but your boat may have been an early one.

What are the last three digits of your hull number? That tells the model and manufacture year.
