File damaged area and mark for drilling. I use a dremel to route out the initial hole area (~1/4" deep)so the 3/4" drill bit will not wonder

4 Rod set in fiberglass resin
Put fiberglass resin in hole ~ half full. Insert threaded fiberglass rod, twins around a little. Wipe off over spill and let set.

5 Hook wrap with rope & resin
Wrap rod with resin impregnated fiberglass rope (string) around rod to build up bulk for hook creation.
