as the cam rotates, this lip on the bottom of the cam locks onto the pin in the tiller arm. The tension of the lock is set by the screw under the cam which in turn tightens a compression spring which in turn acts on the plunger. Delrin screw, spring and plunger must be kept lubricated with silcone grease
