Foam insert for H16 mast

I had a piece of foam cut to fit tightly inside the mast of my H16 and when I went to put in, it seemed to make the Mast top heavy. Although the piece of foam is light weight, the mast just felt heavy. I removed the old plug, cleaned up mast and plan to seal it up again with 5200. The piece of foam runs from the top down to the shroud tang (about 92?) so it?s the very top section of the mast. Obviously it is to prevent turtleing. My hope was that if and when I go over, the mast would just bob on top of the water. I have the old style mast head, and don?t like the Hobie Bobs (plus this was cheaper). I figure I would ask around before sealing the top up. Has anybody heard of doing this? Is this a good idea?

Is the mast not water-tight? Adding weight without adding volume = decreased buoyancy.
