Post a new topic here in the General forum to request a forum for your area.
"Subscribe to topic" to receive email notices when there are updates to a specific topic or "Subscribe to Forum" to receive an email every time someone posts anything to a particular forum.
Example sailing group title:
St. Andrews Park, Panama City Beach, FL - June 15-16
Then organize your sailing using that topic.
You can also post "crew wanted" or "crew available" notices like:

In your topic specify when and where details as well as your definition of the perfect crew including ideal weight and experience.
