That tornado has a Puerto Rican flag on the mainsail, is the boat, or the sailors Puerto Ricans?

No, I believe the boat and crew are from the Netherlands. Here is a shot of them leading the herd to the weather mark.
Yes, it is of a camcorder. I was at the weather mark during the 2002 Tornado Nationals
