We used to go to a points regatta at Wilmette, just north of the city. They had a dedicated sailing beach on the Big Lake.
2 1/2 years ago I lived in Chicago and on Montrose Beach there were Hobies that one could rent. You could also keep your boat on the beach for the summer, I think that the charge was ~$300. It has probably gone up by now. They might let you launch there for just a weekend. I think that it was administered through the Chicago Parks department and their harbors division, but I can not remember exactly.
