How does one go about challenging a sailors status for US Sailing events? Are professsionals permitted?

If there is nothing in the sailing instructions regarding exclusion of
professionals
(ISAF Category 3), then there's nothing to protest.
Go to ISAF Sailor Classification Code to read about how it works. It's far from perfect, though.
