Drilling new rudder blades

My rudder blades for my Hobie 16 were consumed in a fire. I have purchased new rudder blades and am preparing to drill them, using the Hobie drilling template, but do not know if I should follow the template for adjustable rudder cams or for non-adjustable rudder cams.

Can anyone give me a hand here?

Adjustable rudder castings would have a flat cam plate in the upper casting that can move fore and aft. This is adjusted by a bolt visible on top of the upper casting.

There is no bolt anywhere on the upper casting.
