Newbie with first dumb question

Hey:
Just bought a used 2003 16 in nice shape.
Question, is there something wrong with my main halyard? I find it quite difficult to raise the last foot or so on the main. I thought it was all the way up until I took it out for a sail yesterday and the boom was way too low. Took it into shore and raised it up all the way (I think). Seems to be a trick to doing it?

Is this normal or should I start with fresh parts?

I was going to replace all the sheets/lines (I am new to this sailing lingo thing) this fall anyways.

The last part can be a little tough.

Make sure to lube the sail track / bolt rope with silicone spray or McLube Sailkote

Push up on the batten end cap (one hand on either side of the sail) while a 2nd person takes up the slack on the halyard. If that doesn't work, have them lift the end of the boom.

The last part will come over the top of the mast all at once. Make sure the halyard is latched in at the top before going sailing.
