I am upgrading a '78 16 for my kids to race here and I need to know what the current lengths are for forestay and sidestays. The boat currently has the stock configuration and is almost vertical. Do these lengths use or include the addition of a second stay adjuster so you can rake back?

You should be carefull when upgrading your shrouds and forestay. In the Mid 80's, hobie lengthed the forestay and shortened the shrouds, also they changed the front crossbar to rake the mast further back. I currently have an overration problem on my h16 because of this. I believe that the lengths are in a similer post on the forum.
Also, Midwest sailing has started making up new forestays and shrouds for the older boats.
To my knowledge, they do not include the lengths of the adjusters. You can add a second adjustment plate to the forestay and rake your mast back if you dont need to replace your lines. I believe that is what most of the racers do.

The best bet is to replace all the standing rigging. You can get a H16 rig kit for like $175ish with everything.

If the bridle is the same length, the fore stay is a little longer and the shrouds a little shorter, it is a lot cheaper to just buy the fore stay and shorten the shrouds then to spend $175.00 for items I don't need.
I bought new shrouds a few weeks ago. The new shrouds are 2 inches shorter than the old stuff and one needed to be replaced anyway. I will have to come up with a soulution for the forestay. Check out the attached pic...

Are you just looking to update the boat, or do the wires actually need to be replaced?
That is very true... and a possible option for you if you have the tools to shorten the shrouds.

The shrouds are in good shape (no broken strands etc) and our local fleet members have the tools so shortening is no problem.

Then, personnally, i would not worry about replacing them at this time. I would add a second adjuster plate to the front to rake the mast back and let it fly.
That is what I ended up doing. I had bought new shrouds and forestay, ended up taking them back to get a shorter forestay and longer shrouds do too length changes.
