the Coast Guard has rules and regulation for offshore boating. can somebody tell me the definition for "offshore". is it a certain distance from shore?

As far as I can tell, the word offshore wouldn't change the required equipment for beachcats. Of course common sense should dictate that you will carry a lot more safety gear and backups when venturing into the open sea than on enclosed waters.

What did you have in mind? Trans Atlantic on a Hobie 16?

It's been done. Only it was on a Hobie 18 Magnum sailed by a couple of Frenchmen about 24 years ago.
