I have searched but cannot find out who is building Formula 17? I see that Narca is one but who else? Also where can I get the F17 rules please?

There is no such thing as Formula 17. There are no box rules for it that I know of. The F17 name is just a marketing ploy by Nacra. Really the only two boats that are 17', uni with a spinnaker are the Nacra 17 (and its variations I17, F17, F17R), and the Hobie FXone.
The Hobie Mega event will be in Lake Havasu next year. Hopefully there will be a handfull of FXones there as well.
