Similar to MN3's setup. Here's a link to the Hobie 20 assembly manual, the "4 way jib system" is explained on page 10.
Pictures from a Hobie 20 would still be nice if anyone has them.

What you have labeled barber hauler is really the jib block line to hold the blocks in place. Is this the steel cable you mention that will be replaced with spectra or similar?
A Barber Hauler is a block on your jib sheet between the sail and the jib blocks attached to a line that pulls the jib sheet outboard toward the front of the tramp, usually near the front crossbar. You use this going downwind to open the slot between the main and jib.
What your diagram shows as shackles under the jib blocks should be a small block to allow smooth movement along the cable or specrta line.

The Hobie 20 has kind of it's own version of a barber hauler, instead of redirecting the sheets like the traditional barber-hauler the Hobie 20 moves the entire jib block side-to-side (close or open the slot) as well as fore and aft with the jib traveler tracks. Thus the name "4-way jib sheet adjustment system".
Nasty setup for the crew, blocks and lumps everywhere. Between this mess and the daggerboards, shrouds, and trap wires it's "boat bite city".

I've now got the whole Hobie 20 assembly manual available as linkable images, as well as a three page tuning/sailing manual by Bob Curry.

You should have a pocket in your tramp that the stainless wire goes through. You can put a plastic hose over top of the cable the width of the tramp pocket. Mount a jib block on each side, to the cable. Then put on the lines that control in and out movement of the blocks. When you put your jib sheets on make sure you put both lines of each side (2 part purchase) through the rings that control the barber hauler
