I think you can stop the city people driving by to partol the beach and if there is a public access they can unlock it for you- there are some near our beach access that are wooden and very flat good for rolling on beach wheels to the ocean hope it can help your next trip- try asking the town recreation department- this may only be Oct 15- April 15
