I would not use shock cord to lace the tramp. Get some thin no stretch line, like V12 Vectran, (New England Ropes).
The stuff is crazy strong, won't creep, very little stretch & holds knots. It will keep the tramp tight all summer.
I agree. I'd forget the shock cord on the tramp. Instead use a good low stretch line. It is much easier to get the tramp good and tight which is important on a Hobie 16. Plus from my experience, shock cord has a relatively short life. I've purchased rigging kits from Salty Dog in the past and have been very happy with their products. However, the line package you have a link to is for an all aluminum mast. '87 H16's originally came with comp tip masts which use a different main halyard.

These specs are for newer boats. Hobie has changed line and wire lengths some over the years. For example, newer boats have more mast rake (which is a good thing) which means shorter shrouds and a longer forestay.

there are some real seasoned sailors who like a bungee in the tramp. i personally think it's crazy since you want the tramp as tight as possible on most cats (helps with rigidity)
