H16 serial number and registration problem?

I bought a basket case H16 from a kid in Rhode Island and now I want to register the boat in Massachusetts. He sold it to me

for parts

and said he had no title. Now I am having trouble registering the boat. There is no serial number on the transom (the area has been glassed over) but the number

2497

is stamped on each front pylon. Is that the serial number?

Help! The weather is getting good and I want to stretch some cloth!

Crisis solved! I called the local hobie dealer and it turns out state registration is really only required if the boat is moored. Phew!

I am still curious about the numbers on the front pylons if anyone can tell me their significance.

The number on the pylons is the serial number.

The numbers were not engraved on the transom until 1973.

Yikes I guess I got a real collectors item here. Maybe it's been cobbled together from more than one boat because it has the quick step mast link not the old hook type shown in Jake Grubb's book. Thanks for the info.
