Halyard Hook-Comptip: Rivets with Sleaves

I cannot get the rivets with sleaves to grab. The holes that are there (in the wrong place) are a little oversized. Is that what is wrong? The rivet just expands through the depth of the hole and does not grab at the back. Should the sleave fit tightly in the hole for it to grab properly. I have tried this 3 times and am getting a bit frustrated. The last time it came loose, I broke my halyard!
I am considering not using the sleaves and just silicone in/around the hole and on the back of the hook and all around it. Is this a bad idea?
Eric: Every H-16 comp tip halyard hook I've ever seen was mounted with stainless steel machine screws....not rivets. Not exactly sure of the size (M. Miller at Hobie could probably tell you), but I'm guessing something like 3/16

. If you've buggered up the holes with rivets/casings, you might need to refill with epoxy/fiberglass strand and re-drill pilot holes. JB Weld would probably even work.
