Race 1 takes you from OSYC to West Horn Island, where you will hang out for a couple hours, eating fried chicken and drinking beer or soft drinks.
Race 2 starts all boats at once and will bring you back to OSYC for dinner and a great time.
Sunday: 10:00 Skipper’s Meeting
11:00 start forRace 3 single start for all boats. The race is around Deer Island and back to OSYC finish line. See Race Instructions.
Race 1 amd 2 are approximately 11 NM each way. Race 3 is approximately 17NM
Trophy presentation and late lunch, directly after the Sunday race, usually around 3 p.m.
Doughnuts and coffee will be served at breakfast on Saturday and Sunday. Lunch on the island after race #1,and Saturday night will be a party with raffle and door prizes, food and Tee shirts included in entry fee for racers. Cash bar.

SAILING INSTRUCTIONS
Horn Island Hop 2008
1. Safety and Responsibility
1.1 Notwithstanding anything in these Sailing Instructions, it is the personal responsibility of each competitor to sail safely and to wear a life jacket or Personal Flotation Device (PFD), or other personal buoyancy device approved by the National Authority having jurisdiction and adequate protective clothing as conditions warrant.
1.2 IT IS THE SOLE RESPONSIBILITY OF EACH BOAT TO DECIDE WHETHER TO START OR CONTINUE A RACE. If wind, wave or water conditions make you doubtful of your ability to handle the conditions, please RETIRE FROM THE RACE. AND NOTIFY RACE COMMITTEE.
2. Rules
2.1 Races will be governed by The Racing Rules of Sailing (RRS 2005-2008) and the prescriptions of US Sailing (except as either of these are changed by these Sailing Instructions), by these Sailing Instructions and any amendments thereto, the Coast Guard Rules of the Road, and, most importantly, COMMON SENSE.
3. Entries
3.1 Eligible boats may be entered by completing a registration form and paying the necessary entry fees to Ocean Springs Yacht Club.
3.2 Incomplete or inaccurate entry information may result in disqualification during or following the regatta.
3.3 Sail numbers shall match the entry form and be readable from both sides of the sail. (If the Race Committee can’t read your number, then you don’t exist.). Changes in sails/sail numbers must be announced to the race committee. Sail numbers must be announced to committee boat prior to race start sequence.
3.4 Portsmouth Ratings: a) The ratings will be taken from the Table of Portsmouth Numbers 2007, last updated Mar, 2008. b) If a boat does not have a published rating, the owner shall advise the Race Committee (RC) in writing and the RC shall assign a rating based on the information supplied by the owner of said boat to be registered by basing its numbers on a comparison with similar boats. It is the responsibility of the owner to secure a rating from the RC, and a boat that starts without an assigned rating will not be scored. c) Appeals to the posted rating shall be submitted to the RC prior to the start of racing on Sunday. The RC shall review and approve/disapprove any rating change request prior to the first posted race results on Sunday. NO revisions to the rating will be made after this time.
4. Notices to Competitors and Changes in Sailing Instructions
Notices to competitors will be posted on www.osyc.com Notices will also be posted on the official Race Notice Board located at the Ocean Springs Yacht Club patio. Any changes to the sailing instructions will be posted before 10:00 am on the day it will take effect.
5. Race Committee
This shall include the Principal Race Officer and Race Committee personnel or the designated substitutes.
6. Signals
6.1 Signals will be displayed from the committee boat.
6.2 Flag AP (answering pennant) with two sound signals means 'The race is postponed'. The warning signal will be made not less than 15 minutes after the AP is lowered (with one sound signal).
7. Schedule of Races
The schedule of races will be announced at the skippers meeting, but is usually thus: First start is for boats rated Portsmouth numbers greater than 72, sequence begins at 1100hrs. Second start, for boats rated Portsmouth numbers less than 72, sequence begins at 1115hrs. Schedules for Races 2 and 3 will be single start. Any changes to the above will be announced at the Skippers meeting.
8. Checking In
8.1 BEFORE THE PREPARATORY SIGNAL OF THE FIRST RACE EACH DAY, each boat shall sail on STARBOARD TACK, past the stern of the Race Committee boat, and HAIL HER SAIL NUMBER UNTIL ACKNOWLEDGED by the Race Committee. Failure to check in will result in the boat NOT BEING SCORED. (As in, YOU DON’T EXIST.)
8. Courses and Marks
8.1 Give right of way to any vessels travelling down the Biloxi Channel for all races! Note: Sailboats are GIVE-WAY boats if encountering shrimp boats towing nets or if encountering barges.
8.2 Starting line for Races #1 and #3 is approx. 100 yd south of OSYC between the orange buoy and the committee boat. Committee boat is to be left to starboard. All boats will proceed on a course of approximately 150 degrees in the general direction of the Biloxi East ship channel ,to the West end of Horn Island. Finish line for Race #1 and start line for Race #2 will be established by the RC boat at western end of Horn Island. Approximate GPS coordinates are N 30.15.00 / W 088.45.00. A committee boat with RC and orange flags and an orange buoy or flag on/near the beach will mark the finish line.
8.3 Finish line for races 2 and 3 will be a race committee boat and orange buoy in the vicinity of the OSYC beach area.
8.4 Boats may not pass between the start-finish line, except when they are starting or finishing.
8.5 For Race 1. Vessels will proceed SSE from the staring line on a course approximately 150 degrees towards the west end of Horn Island. Committee Boat will be near GPS coordinates specified in para.8.2 . Race 2 will follow the reverse course to the OSYC finish line.
8.6 For Race 3: Sunday, around Deer Island. Proceed down the Biloxi channel past Deer island to port and the casinos to starboard.Keep all red channel markers to port until channel marker “2” is reached at the end of the East Biloxi Channel.Leave Marker 2 to port and set an east course to the Inner Range Marker. Leave the Inner Range Marker to port and proceed to the finish line, which will be the same finish as that of Race #2, to be established by the RC off the beach in front of the OSYC.
10. Race Starts and Starting Sequence
10.1 Starting System - Races will be started according to Rule 26, Starting System.

10.2 Multihulls whose preparatory signal has not been made shall KEEP CLEAR OF THE STARTING AREA and of all multihulls whose preparatory signal has been made. (Pleeeze…)
12. Signals
Each signal will be marked by the raising of a shape and/or a flag, and/or a sound signal. Times will be taken from the visual signals; yardarm contact by the shape or flag is the official signal.
13. Recalls
13.1 Individual Recall - When at her starting signal any part of a boat's hull, crew or equipment is on the course side of the starting line the Race Committee shall promptly display code flag X. The signal shall be displayed until all such boats are completely on the pre-start side of the starting line or its extensions, but not later than 4 minutes after the starting signal.
13.2 General Recall - When at the starting signal several unidentified boats are on the course side of the starting line or there has been an error in the starting procedure, the Race Committee may signal a general recall (First Substitute code flag). The preparatory signal for a new start for the recalled fleet shall be the class flag and shall be made 5 minutes after the original start. The First Substitute will be lowered one minute before the new preparatory signal. The starts for any succeeding classes shall follow the new start.
14. Postponements and Cancellations
14.1 Postponements and cancellations will be made at the discretion of the Race Committee.
14.2 No first race will be started after approximately 2.30 pm.
15. Shortening or Abandoning after the Start
15.1 Courses may be shortened or abandoned at the Race Committee’s discretion in accordance with RRS 32 and 33.
15.2 When the course is shortened, the finish will be at the finish line by the most direct course from the previous mark, to be set by the Race Committee with an orange buoy.
15.3 The last boat in a race may shorten course at her discretion, being scored last place, not DNF. If she does this, she should notify the race committee as soon as possible.
18. Retirements
Boats retiring from a race should make every effort to notify the Race Committee.
19. Protests
19.1 No protests wil be heard. This is a FUN race. You all are expected to behave decently, as mature adults should behave. People who cheat are invariably caught: we have chase boats out there, you know, and we know who you are.
19.2 If a boat screws up, HAIL ‘EM and if you are hailed, DO WHAT IS RIGHT TO THE BEST OF YOUR KNOWLEDGE!
19.3 If you have a problem with another competitor, solve it on the water, between yourselves, MATURELY. If problems can’t be resolved between individuals then bring it to a race committee official.
20. Penalties
360-Degree Rule: (This modifies RRS rules 44.1 and 44.2). A boat that may have broken a rule while racing may take a penalty at the time of the incident. Her penalty shall be one 360-degree turns penalty in either direction. Boats taking this penalty shall not foul or otherwise impede other craft.
21. Scoring
21.1 Method: Low Point Scoring System as written in RRS Appendix A2.
21.4 Throwout Races: No throwout races shall be allowed.
21.5 Ties between two or more boats in a series shall be broken by: 1. Most number of firsts, seconds etc. 2. Whichever boat beat the other boat in more races, throwouts excluded, in that series. 3. If the tie still exists it shall be decided by the outcome of the last race of that series.
22. Special Notes
22.1 NO QUESTIONS WILL BE ANSWERED BY THE RACE COMMITTEE ON THE WATER. (That is what the skippers meeting is for, ok?)
22.2 Mark boats, rescue/chase boats, control boats, and line sighting boats shall rank as obstructions.
22.3 Any boat receiving ‘hands-on’ assistance from rescue/chase boats may be scored DNF. The Race Committee or rescue/chase boat crew may assist a boat or crew only upon request by racing skipper.
Requests for liquids are not considered assistance.
22.4 Trapezes are permitted. Modifies RRS 49.1
