Notice of Racing (NOR)
The Inaugural… “KEYS 100 REEF RUN”
25 – 26 April 2009
(Replaces the Hogs Breath Keys 100 Race)

1. The Organizing Authority (OA) is Islander Water Sports Inc. This race is included as kick off for the 2009 Endurance Race Series.

2. Sponsors are: Islander Water Sports and the Tybee Island Sailing Association.

3. LOCATION: Islander Resort, Islamorada, FL ( MM 82, US 1, Florida Keys).

4. RULES: The regatta will be governed by the Racing Rules of Sailing (RRS).
a. Only the RRS, this NOR and the Sailing Instructions (SI) for this race, documents will apply.
b. The RRS are changed as follows:
(1). For part 2 rule violations, Rules 44.1 and 44.2 are changed to require only one penalty turn to include one tack and one jibe.
(2). Rule 41 Outside Help, is changed to permit a boat perceived to need assistance for safety reasons of any form, to receive assistance from another vessel, or other persons along a shore line. The boat receiving assistance is permitted to continue racing without retiring, but boats involved will incur a time correction as follows:
(a) The boat receiving assistance will be penalized twenty (20) minutes, but may continue racing and be eligible for award based upon corrected time, and
(b) The assisting boat, if racing, will receive a credit of the actual time providing assistance, or actual time spent determining if a safety issue is present. Corroboration will be expected from the boat being evaluated or assisted for safety reasons. Rule 1.1 applies.
(3). Protests will be heard only by appointed members of the Race Committee (RC). All violations between boats and penalty turns are to be resolved in a sportsman like manner, in accordance with the RRS and completed on the course.
(4) Rule 42 Propulsion, is changed to permit any boat racing to be propelled by crew members pushing or paddling to get the boat off of any obstruction to continue racing, without penalty. Assisting propulsion provided by any other source is prohibited except as stated in (2) above.

5. VENUE: This race will begin in the water, Oceanside, from the Islander Resort in Islamorada, the Florida Keys, and run by a boats chosen course to Smathers Beach, Key West, Florida (80 miles).

6. ADVERTISING: Advertising on boats and sails is permitted, but restricted to tasteful depictions. The RC has final judgment on appropriateness.

7. ELIGIBILITY AND ENTRY This regatta is open to all 18’ – 22’ two member crewed Catamarans with Spinnaker/reacher and dagger boards. Web registering can be made early at the following web site: http://sailseries.com/index.php?option=com_attend_events&task=view&id=6&Itemid=64 .
8. Classes may be formed by a minimum of 4 boats per class. Eligible boats may enter by completion of entry form and paying an entry fee of $75 to Warren Green, email address: wgreen53@cfl.rr.com, or mailing address: 18 Spinnaker Point Court, Indian Harbour Beach, FL 32937. Checks are to be made to Warren Green, HB account.

9. US sailing Members receive a $5 discount for registration. Registrations may be completed on Friday April 24th after 5:00PM or Saturday 25 April before 9:00AM, at the Islander Resort, set up by the Water Sports area. Early email notification of intent to race is encouraged to help in planning efforts. Early registrations may provide fee on the day of racing. Fees used for awards: baseball caps embroidered with race and place of finish, an inaugural perpetual trophy and regatta administration costs.

10. REGISTRATION: Web registering can be made early at the following web site: http://sailseries.com/index.php?option=com_attend_events&task=view&id=6&Itemid=64 .
Registration form, attached hereto, may be submitted by mail or email, from this day forward. Final registrations and fees will be accepted after 5:00PM on Friday, April 24th and up until 09:00AM on Saturday April 25th. Please note request for early notification of intent to race above.

11. SCHEDULE: A “Red” flag will used as warning signal, no earlier than 9:55AM, Saturday, April 25th 2009. All registered boats will have the opportunity to start, utilizing an ‘in the water’ start line as will be described in the SI. All details and changes will be in the SI.

12. RRS, Rule 4 ‘Decision to Race’ is emphasized.

13. MEASUREMENTS No measurements will be made. Honor System in place in accordance with each boats class rules.

14. SAILING INSTRUCTIONS (SI) will be provided to skippers at a registration table at the Islander Resort, after 5:00PM on April 24th , 2009 or before 9:00AM April 25th.

15. COURSES. Final course will be defined on Race day. Our primary objective will be to have a one day race from the Islander Resort to Smather’s Beach, Key West. Very light winds may require a two day event raced to Key West. Winds averaging over 8 mph from the South through East to North will dictate the one day event. Winds exceeding an average of 22 mph over 5 minutes may delay the race by one day.

16. Required minimum safety Equipment: Appropriate CG approved PFD for each crew member; one(1) throw-able life preserver; one (1)Whistle; 1 – 20’ (minimum) Tow line; beverage(s) (Non-alcoholic) for duration of race, clothing appropriate for conditions; One (1) waterproofed cell phone per crew member, attached to person; One (1) waterproof handheld VHF; and One (1) hand held or mounted GPS. Personal EPIRB’s are strongly advised.
Inspections for these items will be made prior to the skippers meeting.

17. PENALTY SYSTEM: Rules 44.1 and 44.2 is modified to require only one penalty turn to include one tack and one jibe for rule violations. All part 2 violations will use this system.

18. SCORING: Classes may be organized by a minimum of four (4) boats. Early notifications of intent to race, no later than April 17th, 2009, will be required to form any class, so that awards may be purchased. Any boats not formed into classes will be formed into one single open class. Classes will be scored by the using the low point system. The open class will be scored by using Portsmouth handicapping.

19. SUPPORT BOATS: There will be One (1) RC boat at the Start. No chase boats will be provided. Competitors are expected, and will sign a statement of capability, to handle all situations which may be met in the open ocean. Rule 4 ‘Decision to Race’ is re-emphasized.

20. All competitors will responsible to manage becoming water borne in time for racing. Boats may be placed at the Islander Resort at owner’s risk, any time, for storage until racing commences. Please contact Dennis Green of Islander Water Sports, phone # 305 522 4944, for parking location. No trailers are permitted to be left on the beach area. Come in, COORDINATE YOUR PLACEMENT LOCATION, place your boat onto cat wheels and pull trailer to the trailer parking area. Neither the Islander Resort or Islander Watersports will be responsible for any damage or loss during the stay in this location. You may store your boat in the parking area at the islander for the Tybee 500. Special hotel rates of $159 have been provided by the Islander resort, and reservation phone number 305 664 - 2031, and at Doubletree Grand Key Resort, Key West, phone number: 800- 276 - 7415 , Europe: 00- 800- 1610- 1620. Please refer to KEYS 100 REEF RUN when making reservations to obtain rates. This is busy season in the Keys and early reservations are recommended. A low cost meal and awards are being planned at the end of racing at the Doubletree Grand Key Resort.

READ BEFORE SIGNING
We understand we will be sailing in an open ocean, and may be away from other boats, out of sight of the RC or other rescue options, which we understand and are clearly aware, will not be provided as a part of this race and we state clearly and with assuredness that we can handle any situation we may encounter, including break up and even loss of our boat or crew member . Any rescue needed, will be up to ourselves. We will sail with all the required safety equipment described herein. We further certify that we can right our boat without assistance, in case of capsize. We have read, understand and accept Rule 4 of the RRS.

The undersigned acknowledge that in consideration of the efforts of the host organization for being allowed participate in these races and the acceptance of this registration to race, WE DO HEREBY WAIVE AND RELEASE ANY AND ALL CLAIMS THE UNDERSIGNED MAY HAVE AGAINST THE HOST, ITS OFFICERS, DIRECTORS OR TRUSTEES AND ITS COMMITTEE MEMBERS, AGENTS AND REPRESENTATIVES ARISING OUT OF THE ACTIVITIES INVOLVED IN THE CONDUCT OF THIS RACE, AND DO FURTHER COVENENT AND AGREE NOT TO SUE OR BRING ANY CLAIM OR CLAIMS OF ANY NATURE WHATSOEVER AGAINST THE HOST ORGANIZATION OR ANY OF THE PERSONS AND OFFICES NAMED OR UNNAMED ABOVE WHO MAY BE ACTING FOR THE HOST, OR ITS OWN, BEHALF.
