Does anyone know why my arribastick does not stop when it fully extended...the outside shell will come off if I keep pullng on it.

The end of the inside has broken off and is now in the outer. Fixing requires taking the clevis end of the inner off and and then sliding the whole thing apart but you say it is apart already.
Re-attach the outer collar, then the outer then the lower cooler.
In short take the small inner apart until the outer can slide off both ends. Put the non clevis end back on, outer on and then the clevis end. HTH, Richard.
