FOAM BLOCKS IN HULL

after sailing my 1980 h 18 and trying to drain hulls i found a lot of pieces of plastic bag type material clogging up drain holes so spent couple of hours flushing with water and poking in drain to clean out got lots of shredded plastic and some broken beer bottle,from both hulls, looked in through access hole and saw big foam blocks behind dagger wells and they seemed fairly heavy maybe waterlogged. what is the purpose of these and could they get waterlogged? it is a white beaded foam and laying in bildge bottom now.
