I recently came across a report of a proposal to develop a several million dollar sailing instruction & safety center in Channel Islands harbor of Ventura County, California. Funding to come from the county and a nearby university (CSU). Reading the proposal I was disappointed not to see plans to provide for public small boat owner usage and storage for their boats at the facility. This could foster a sense of community among the small boat sailors of the region, something that has been sadly lacking here for decades. I've sent a message to one of the harbor governors involved in the planning with my suggestions.
