I am having trouble getting my roller furler connected right. Should the forestay also rotate as the jib is being rolled up, or does the forestay stay in the same position and the jib rolls up around it?

The forestay spins with the jib.
Your question seems to indicate to me that you don't have the halyard, forestay and jib luff setup right. The furler rotates the forestay. If the jib luff is zippered over the forestay (don't forget the place the halyard line inside the zippered luff before you start hoisting the sail) and the tack is attached to the forestay adjuster plate on the furler, then the jib will roll up around the forestay as the latter is turned by the furler drum.

The forestay should be attached to a spindle at the top and the drum at the bottom, and rotate with them. A side note. The furler will work a lot better if you are running down wind as opposed to sheeted in hard to the wind. Tension on the forestay makes it a lot harder to rotate as opposed to being down wind with no significant load on the forestay.

I concur, the forestay, jib halyard and jib should all rotate as one unit. The furler drum should be under the bridle connection.
If you are starting fresh I recommend pulling all the line out of the drum, setting your jib and rolling it around the forestay by hand. This will let you set how much of the sail you want to furl acuratly.
