Where to find Tornado plans
Yes, these are few and far between...I've never seen a set of the templates, this despite being the son of one of the guys that ran the SailCraft of Canada Tornado manufacter. I believe there was a posting on this site a few onths back from Kevin Hill. He built an all carbon boat using templates and a marstrom boat as a plug for molds. He did state he could make the templates available I believe.
Otherwise, your only hope is to ask the tornado association how to acquire them. I think there is a charge involved.

The class rules state:
[3]d. Bona tide amateur builders shall be permitted to build
not more than one boat a year, and this boat shall be
for their own use.
[...]
[5]b. Templates used for official measurement or
re-measurement shall be issued by the ISAF.

2b Panel offsets and deck jig (2 April 1968 amended 27
February 1968 and September 1975).
3b Details of fittings (10 March 1968 amended 19 September
1968 and September 1975).
4a Bulkheads, rudder, and daggerboard (4 April 1968).
5a Sail shape (7 May 1968 amended September 1975).
6a Details of stitch and glue (15 April 1968 amended
September 1975).

Bow template 0, 1, 2, 3.3, 4.2 and 5 hull templates
Centreboard template
Rudder template

However, the measurement form states:
The templates shall be those obtained through the National Authority.
So, it looks like amateur building is allowed, but you'd need to contact either @sailing.org">info@sailing.org or your local national authority. I'd start by contacting the recognized Tornado measurer closest to you, whose contact info is available at www.tornado.org, since they at least know how to get the templates. I would expect that you'll have to pay a fee to copy the plans and templates, and you might have to pursuade the powers that be that the rules allow amateur builders to have a copy of the plans.
The last time I checked, the measurement templates was insanely expensive!
There has been several other threads on this forum, with people searching for building plans. The last I heard, John Forbes in Australia had some surplus plans he forwarded. Looks like T-plans are hard to come by..
