Yes and yes. You can piece on together or get a supplier to do it for you. The hobie 16 package will work with some minor modification. There probably isn't a system that won't require you to some fitting to your boat unless there is a specific hobie 17 kit available.

FWIW.....I sold my H16 spin kit (the newer version from Hobie Europe) to a guy who was going to put it on his H17. Don't know how it went, but he, at least, was sure it would work. There are several threads on this subject in the H17 forum on the Hobie site.

why do you need a kit?

all the parts can be purchased without a kit

where are you located? if in central florida i would recommend contacting jill/robie at http://www.redgearracing.com/13.html - i purchased my pole / snuffer / spin(x2) from them plus several other sails.

or

alum pole - (find an alum dealer and marine grade alum)
snuffer/sock - i suggest a SNU system but you can maybe find a used one online
blocks/lines - any sail shop
spin - sailmaker / used online
mast tang - http://www.murrays.com/50-50405001.html

There is a guy on the other sailing forum named HobiePhil. he has a 17 with a spin.. he would be a good person to contact - this is a link to his profile - http://www.catsailor.com/forums/ubbthreads.php?ubb=showprofile&User=47

That's a lot of sail area added to a small hull volume hobie up front, let us know how that works out!!

the local who races his h17 with spin wins often (corrected portsmith)
he is pretty deadly downwind, but we cream him on a reach

ps his spin pole is unbelievbly long (probably 2 or 3' longer than a N20's)
